Community Infrastructure Levy
The Community Infrastructure Levy (CIL) is a charge applied by Chelmsford City Council to new developments, to help to fund improvements to infrastructure.
Writtle Parish Council automatically receives 15% of all CIL levies and declares receipts and payments against these funds annually, when applicable. A further 10% is available for Parish and Town Councils which have an adopted Neighbourhood Development Plan in place. Therefore Parish or Town Councils with an adopted Neighbourhood Development Plan will receive a 25% Allocation, with no cap. Writtle Parish Council has an adopted Neighbourhood Development Plan in place.
The parish council has a duty to spend CIL income on providing, improving, replacing, operating or maintaining infrastructure that supports the development of the parish or anything else concerned with addressing the demands that development places on the area.
