Update on Local Government Reorganisation
Writtle Parish Council will remain working at the heart of your community.
The following update has been provided by Chelmsford City Council.
The Government has announced its ‘minded to’ decision on Local Government Reorganisation (LGR) in Greater Essex, confirming a move to five new unitary councils, subject to parliamentary approval.
This means Chelmsford will join with Maldon and Brentwood, along with Essex County Council services, to form a new mid-Essex unitary authority from April 2028.
The new councils in Essex will be made up of the following existing authorities and Essex County Council services:
- Brentwood, Chelmsford and Maldon
- Braintree, Colchester and Tendring
- Epping, Harlow and Uttlesford
- Basildon and Thurrock
- Castle Point, Rochford and Southend-on-Sea
We are pleased that the proposal we supported has been chosen by the Government and we remain committed to continuing our joint work with partners to shape the best possible future local services for Chelmsford residents and businesses.
Until 1 April 2028, Chelmsford City Council will continue to operate as usual. We remain ambitious for Chelmsford and our focus will stay on delivering excellent services for our district as we ensure a well-managed transition to the new unitary authority.
Chelmsford City Council will now collectively work through the detail of the Government’s decision and develop a comprehensive plan to take us through to ‘vesting day’ – when the new unitary authorities formally come into effect and take over from the shadow authorities.

Wear Pond Clean-up Crew
Volunteers, Parish Councillors and Parish Council staff met last weekend to carry out the clean up of Wear Pond. Fortunately the sun was shining. Once again we donned the waders and manned the rakes and wheel barrows. Although the ducks were somewhat disgruntled at having strange people wading around their pond, they were very happy to return once the clear up was completed. We removed fallen debris and some rubbish from the pond. We also cut back vegetation. In addition the dead tree on Godfreys island was removed as it was leaning towards the road and footpath.
We will shortly be placing the barley straw bags in the pond. Barley straw helps to inhibit algae growth as it breaks down. The bags may look unsightly but they will sink to the bottom of the pond.
Although we are happy for residents to feed the ducks. Please can you ensure that you use food appropriate for them (not bread) and do not leave food next to the pond as this will encourage rats.
A big thanks to the volunteers and Parish Councillors who gave up their time and those who funded the skip.
Discovery Triathlon – 5 July Temporary closure of Cow Watering Lane
The Essex County Council (Cow Watering Lane, Writtle) (Discovery Triathlon) (Special Event) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that Essex County Council in exercise of its powers under Section 16 (A-C) of the Road Traffic Regulation Act 1984 as amended, has made the above Order to facilitate the Discovery Triathlon.
Effect of the order: To temporarily close Cow Watering Lane, Writtle in the City of Chelmsford, from a point approximately 443 metres west of its junction with Lordship Road westwards to a point approximately 730 metres northeast of its junction with Victoria Road.
The closure is scheduled to commence on 05 July 2026 for 1 day between the hours of 09:00am until 4pm or where appropriate signs are showing, and weather permitting and is required to facilitate the Discovery Triathlon.
The alternative route will be via Cow Watering Lane, Lordship Road, Ongar Road, Victoria Road, Cow Watering Lane and vice versa.
Access for emergency vehicles and pedestrians will be maintained at all times during the closure.
